Rule 7-3-5

Situation: Runners at first and third, no out, count 1-1 on the batter. R1 attempts to steal second, batter swings at a pitch and his swing carries him across the plate. Batter does not make contact with or hinder the the catcher who throws a "seed" down to second but does not get the out on the runner attempting to steal. Is this interference?
